Festina lente: primissimo report di dati dal Centro di GR del Comune di Palermo (biennio 2025–2026)

Riassunto

Dopo avere riproposto i concetti fondamentali in materia di giustizia riparativa e le problematiche più rilevanti già emerse in sede di primissima applicazione, il contributo si sofferma sui dati del Centro per la Giustizia Riparativa (CGR) del Comune di Palermo relativi all’anno 2025 e al primo trimestre 2026. Nel 2025, il Centro ha gestito in totale 69 casi tra adulti e minori, con una crescita del 50% rispetto all’anno precedente e del 91,7% rispetto al 2023. I programmi di GR avviati hanno riguardato una vasta gamma di reati, anche di elevata gravità, coinvolgendo complessivamente 54 autori adulti, 25 autori minori, 29 vittime adulte e 18 vittime minori. L’esito riparativo positivo si attesta al 43,8% per gli adulti e al 60% per i minori. I dati del primo trimestre 2026 (51 conflitti in carico) suggeriscono una proiezione annua in crescita.

Festina lente: A Preliminary Report on the Data of the Restorative Justice Centre of the Municipality of Palermo (2025–2026 Biennium)

After revisiting the fundamental principles governing restorative justice and the most significant issues that have already emerged in the course of its earliest implementation, this contribution focuses on the data collected by the Centre for Restorative Justice (Centro per la Giustizia Riparativa — CGR) of the Municipality of Palermo for the year 2025 and the first quarter of 2026. In 2025, the Centre handled a total of 69 cases involving both adults and minors, representing a 50% increase compared to the preceding year and a 91.7% increase compared to 2023. The restorative justice programmes initiated covered a wide range of offences, including those of considerable gravity, engaging a combined total of 54 adult offenders, 25 juvenile offenders, 29 adult victims, and 18 minor victims. The rate of positive restorative outcomes stands at 43.8% for adults and 60% for juveniles. The data for the first quarter of 2026 — with 51 conflicts currently under case management — suggest an upward annual projection.
